A letter was presented by the energy committee that had been sent to Whitcher builders regarding the geothermal contract: Energy Committee Letter

Information was presented on Budget Committees. Information is available at CNHT, and the applicable laws are RSA 32.

As a service to the community we will be recording meetings when able and posting them online. A recording of the 4/30/08 meeting is attached below. I apologize for the quality of the recording - I’ll be looking to get a microphone that will improve the recording. 35 minutes into the recording is the beginning of the public comments, where I asked if the taxpayers could be involved in the process from the beginning.

Comments from Selectmens Meeting

Some brief comments from the selectmens meeting on 4/15/2008:

Don Clifford will be the “eyes” of the selectmen for watching the town building contract. He will report directly to the selectmen. He is not looking to directly interact with the contractor. The selectmen think this is a good idea and approve. Once plans come out, they will be looked over by Don and the Selectmen. Plans are not currently available. Footings may be added by the end of the week.

There was a discussion of having a formal process for bidding out contracts in the future. It was decided to research it further and come up with concrete proposals to discuss.

Some items of interest at the 3/26 SB meeting…official minutes will be available on the school website sometime.

The Energy Committee (Dan Phelan and Bill Vance in attendance) requested to be involved in all future planning of a school building and to work with whatever committee is created. They discussed how using unit ventilators in the classrooms would be a cheaper solution than what was proposed in the $11.2M plan (numbers to follow in a few weeks). Mr. Jenisch added that the school uses unit ventilators, is upgrading some each year, and that the new ones work great. We discussed a bit how Special Sessions can be requested, but that judges don’t like to approve them.
The new principal search will start ASAP; the SB is looking for a couple community volunteers to help.
CBNA contract is up for renewal this summer (5 yr contract).
The future of the School Renovation bond was discussed. The SB wants to wait until a new principal comes on board (May?) before making decisions or forming a new committee. It sounded as if they are satisfied with the current plan and will put it forward again, but that decision will come later. We are not under any contract with Bonnet, Page, and Stone.
I reported to the SB that I had talked to both “yes” and “no” voters over the past few weeks to see if there was a possibility of finding middle ground for the school renovation. From all people told me, I do believe compromise is possible, but the SB would need to come down in price and scope to bring more “no” voters on board, yet provide enough improvement to keep the “yes” voters as well.

Although the school renovation project got voted down at the school meeting, a motion was made to reconsider so there will be another vote on 2/12 at 7pm at the Strafford School. Please be there, and spread the word.

Folks:
I’m sending this along to ask that you attend the upcoming Strafford School Board meeting - March 4th, 7PM - and that you consider supporting two very important warrant articles. The first deals with a vote to upgrade the school. These improvements are badly needed and the school board has put a great deal of effort into this plan which is conservative and well thought out. I do hope you all will consider the needs of the school when voting.

The other warrant article asks the voters to support a gift of a conservation easement on 290 acres of the school property on Route 202-A. This is part of the Isinglass River Conservation Corridor Project which is explained in detail in the attached power point presentation and the following highlights. I have been working in land conservation for quite some time and it is so exciting to finally have a great project like this take place in my own town! So please mark your calendars for this important School Board Meeting and if you do attend don’t hesitate to step up and speak in support of this project.

Isinglass River Conservation Corridor Project

If successful, this project will permanently conserve more than 800 acres, add three new parcels and nearly 500 acres to our Town Forests, and leverage Strafford’s $150,000 contribution with $1.44 million in combined federal (CELCP), grants and private donations
The warrant article asks Strafford residents to direct the Strafford School Board to give a conservation easement restricting 290 acres of the 365 parcel that in owns on Route 202-A
75 acres of the school property - an area situated along Route 202-A and Johnsonboro Road - will remain unrestricted and will be available for future school & active recreation (athletic fields) needs
The Strafford School will retain ownership of the entire property and the 290 acre section will be available as it is now for hunting, fishing and other passive recreation opportunities
The 290 acres may also be used as a source for public or private drinking water in the future
The development rights’ value of the conserved acreage ($300,000) will be used as a “non-cash match” to allow Strafford to accept a $1.2 million Coastal Estuarine Land Conservation (CELCP) federal grant
This grant will be used to purchase the 287 acre “Boulders of Strafford” property on Pig Lane from a private developer
The Boulders of Strafford Property is in the final stages of being approved as a 70 lot subdivision that, if built out now, would add 29 students and more than $380,000 in education costs alone
